Eligibility Criteria: 3 years Diploma in Chemical/ Refinery & Petrochemical Engineering or B.Sc. (Maths, Physics, Chemistry or Industrial Chemistry) from a recognized Institute/ University with a minimum of 50% marks in aggregate for General & OBC
candidates & 45% in case of SC candidates against reserved positions

Pay scale of Rs.25,000-1,05,000/-:

Area of Experience: Minimum one year of post-qualification experience in operation (rotating shift) of Pump House, Fired Heater, Compressor, Distillation Column, Reactor, Heat
exchanger etc. in a Petroleum Refinery/ Petrochemicals/ Fertilizer/ Heavy Chemical/ Gas Processing Industry.

Important Instructions:

1. A candidate is allowed to apply for only one post. In case of receipt of more than one application for more than one
post, all the applications will be rejected.

2. Large Industrial Establishment would mean industrial/manufacturing Units whose investment in plant & machinery exceed Rs. 10 crores and which has been in operation.

  •  Candidates shall be required to attach a copy of the relevant page of the last published Balance sheet of the
    an establishment with the physical application under self-certification by the candidate.
  • Candidates employed, directly or by or through any agency (including a contractor) by a Large Industrial
  • The establishment shall also be eligible to apply, provided they furnish a copy of the work order issued to the
    agency/contractor along with the page of the balance sheet.
  • Candidates who are registered with Local Employment Exchange(s)/ District Sainik Resettlement Board/Special employment Exchange and meeting the prescribed eligibility criteria, whose names are sponsored to Panipat Refinery &
  • Petrochemical Complex against this notification, are advised to apply Online, failing which their candidature will not be considered.

Selection Methodology:

1. The selection methodology will comprise Written Test and a Skill/Proficiency/Physical Test (SPPT). The SPPT will be of
qualifying nature.

2. A candidate will have to secure a minimum of 40% marks in the written test to qualify for further consideration.

3. The minimum qualifying marks in the written test will be relaxed by 5% for candidates belonging to SC category
considered against reserved positions.

4. Admit Cards for Written Test will be issued to all prima-facie eligible candidates on the basis of the details furnished in Online-Application form and submission of application fees (applicable for UR, EWS & OBC Category candidates). Scrutiny of documents submitted by the candidates will be carried out post Written Test. Only those candidates will be considered/ called for next stage i.e. Skill/Proficiency/Physical Test (SPPT), who are (a) shortlisted on the basis of written test {refer Clause No. J(6)} and (b) meet the notified eligibility criteria upon verification of documents sent/submitted by the candidates and other parameters.

5. Obtaining minimum qualifying marks in the written test does not confer any right or claim by the candidate for being shortlisted for SPPT or the final selection, as the same is based on the candidate’s rank in the merit list on the basis of marks obtained in the Written Test, ratio applied, relative performance in respective categories, number of seats in
respective Posts, Reservation position, candidates meeting the notified eligibility criteria & other parameters and documents found in order upon verification.

6. Short-listed candidates, in the ratio of 1:2 (two candidates for one post, with due cognizance to a number of reserved posts) subject to securing minimum qualifying marks in the written test, will be required to undergo a Skill/Proficiency/Physical Test (SPPT).

7. In case of tie of marks in the written test for the last position on the Shortlist for SPPT, all such candidates shall be called for the SPPT, even if the total number exceeds the prescribed ratio. If such a situation arises anywhere before the last position while drawing a list, the last name/last few names, in proportion to the prescribed ratio, will get
eliminated.

8. Category-wise Merit list shall be drawn on the basis of marks obtained in the written test from & out of the said shortlist; only for such candidates who qualify in the SPPT.

9. In case of tie of marks for the last position on the Merit List, the candidate with prior date of birth (senior by age) shall find a place in the Merit list. However, the name of the junior shall also be retained in the said Merit List, as the last name. If such a situation arises anywhere before the last position while drawing a list, the last name/last few
names in the list, in proportion to the prescribed ratio, will get eliminated.

10. Ex-Servicemen candidates, if found suitable, will be considered against reserved vacancy irrespective of their position
in Merit list (in order of merit within the category) on horizontal reservation policy.

11. SC/OBC Candidates, who have availed of concession in Age or Eligibility qualification marks or in Written Test qualifying marks, as is available to the category, will be considered against reserved vacancies, irrespective of their position in select list (in order of merit within the category).

12. The candidature of the applicant would be provisional and subject to subsequent verification of certificates/ testimonials, experience etc. At any stage of the selection process, if it is found that the candidate has furnished false or incorrect information, the candidature/appointment of the candidate will be canceled.

13. Filling up of vacancies is solely at the discretion of the management based on the suitability of candidates and no claim will arise for an appointment, if some of these vacancies are not filled due to unsuitability of available candidates or insufficiency in number of candidates.

How to Apply: On-Line Application

1. Before applying online, a candidate must have an active email ID and a mobile phone number which must remain valid for at least a twelve-month period for future communication (including the issue of call letters).

2. The candidate should have the relevant documents/certificates pertaining to age, qualification, caste, experience, scanned copy of color photograph and signature in jpg format (size not exceeding 50 KB) ready before applying online. The photo and signature in digital form will be required to be uploaded.

3. Candidates meeting the prescribed eligibility criteria for a post, may visit the website www.iocl.com, Go to ‘What’s New > Go to Requirement of Experienced Non-Executive Personnel at PRPC > Click on “Detailed Advertisement” (to refer to the Advertisement)> Click on “Click here to Apply Online” (to fill the online application form). The link to the online application will remain open from 07-05-2022 (10:00 Hrs) to 28-05-2022
(17:00 Hrs). Applications submitted through online mode will ONLY be accepted. All future communication with candidates will take place only through the website/email / SMS.

4. The candidate must ascertain the correctness of each information/detail before filling in the ‘Online Application Form’ and its final submission. The candidate shall be wholly/exclusively responsible for the information/details so filled/provided in his/her online Application Form.

5. After successful submission of the online application, the candidates are required to send the print-out of online application form, duly signed by him/her, along with all self-attested supporting documents as per Annexure-I of Advertisement & a color photograph under self-attestation to the Post Box No. 128, Panipat Head Post Office, Panipat, Haryana-132103, through Ordinary Post, so as to reach by 18-06-2022. Candidates can also send the scanned copy of online application form, duly signed by him/her, along with all self-attested supporting documents on email id [email protected] latest by 19-06-2022. Further, all candidates are required to bring and submit one set of self-attested documents (as mentioned in Annexure-I) on the day of examination i.e., 19-06-2022 at the venue of Written Test mandatorily. Nonsubmission of hard copy of applications along with all self-attested supporting documents through Ordinary Post/ through e-mail OR by hand on the day of the Written Test shall lead to rejection of candidature without any further correspondence.

6. If a printout of the online application of a candidate along with the documents mentioned in Annexure-I is not received by 18-06-2022 by Ordinary Post OR on 19-06-2022 at the Written Test venue by hand or through e-mail, his/her candidature shall be summarily rejected without any further communication. Candidates should super scribe the Name of Post, Post Code, and mention Panipat Refinery & Petrochemical Complex, on the top of the envelope while sending the documents by Ordinary Post or submitting the documents at the Written Test venue.

7. While sending the print-out of the online applications along with specified documents by Ordinary Post, candidates shall ensure that the same are sent to the correct address as mentioned in Clause N (5).

8. As regards online application and documents sent by Post, candidates shall note that the same sent to any other address other than those specified at Clause no. N (5) OR sent by Registered Post /Speed Post/Courier etc. (i.e., other than Ordinary Post/e-mail) shall stand automatically rejected.

9. Incomplete applications, applications not supported by copies of self-attested relevant documents, applications not fulfilling the eligibility criteria or non-receipt of applications (in physical form) by Ordinary Post/ E-mail OR at Written Test venue by/on the dates specified shall be treated as “Rejected” without any further communication.

10. In the event of non-receipt of application fee (applicable for UR, EWS & OBC Category candidates) for ANY reason whatsoever, his/her candidature will stand canceled and no further communication shall be entertained. IOCL will not be responsible for any glitch in the SBI e-collect payment gateway or any failure of payment/non-generation of
transaction numbers through the gateway.

11. Candidates shall be required to carry a copy of the online application submitted by him/her along with originals & self-attested copies of all testimonials and produce the same at the time of SPPT for verification (if shortlisted for SPPT).

12. Further information regarding the written examination and SPPT (if shortlisted), call letters/to admit cards, results, etc. shall be made available through the website/ over email. Candidates are, therefore, advised to keep visiting the website regularly.

13. The candidate must ascertain the correctness of each piece of information/detail before filling in the ‘Online Application Form’ and its final submission. The candidate shall be wholly/exclusively responsible for the information/details so filled/provided in his online Application Form.
