Job Overview

Period of Engagement

  • Initial tenure shall be for one year, subject to satisfactory performance.

  • The engagement is purely temporary and contractual.

Nature of Duties and Responsibilities

  • Attending matters received through the 24×7 CCR related to chemical (industrial) accidents.
  • Working in three shifts, including night shift, as part of the 24×7 functioning of the Crisis Control Room (CCR).
  • Coordination with NDMA, DCPC, PESO, State Governments, and other stakeholders.
  • Monitoring, early warning, prevention, mitigation, and preparedness of Industrial and Chemical Disasters.
  • Collection, compilation, and analysis of MAH units data and chemical accident reports.
  • Post-accident analysis and preparation of situation reports.
  • Development of IT tools/portals for chemical accident management.
  • Assisting in RTIs, Court matters, Parliamentary Questions and PG references.
  • Implementation of the Disaster Management Plan related to chemical disasters.
  • Implementation of the Crisis Management Plan related to chemical disasters.
  • Updation of Red Book
  • Any other work assigned from time to time.

Job Location: Ministry of Environment, Forest and Climate Change, New Delhi.

Qualifications and Experience

  • Essential Qualification: Master’s Degree in Chemistry OR B.E./B.Tech in Chemical Engineering.
  • Experience: Minimum three (03) years relevant experience.
  • Desirable: Course in Occupational Health / Industrial Safety. Good knowledge of MS Office and drafting skills.
  • Upper Age Limit: 65 years (as per Guidelines dated 15.04.2025).

Other criteria:

  • Experience includes up to 3 years for Ph.D holders, also, provided no experience is counted during those 3 years. Experience shall be in the relevant field of specialized work, with good computer skills.
  • The candidate should be well-versed in the subject and current policy framework of the central and state governments in this regard.
  • The candidate should be familiar with the international conventions/ treaties related to the subject.
  • The candidate must have the proven ability to coordinate and deliver multidisciplinary, multi-institutional programs and projects related to the subject.
  • The candidate must have analytical ability to process the information available.
  • The candidates applying for the post of Scientific consultants must have scientific publications in the relevant areas in recognized peer-reviewed scientific journals.

Remuneration & Entitlements

  • Consolidated remuneration of Rs. 40,000/- per month.
  • Annual increment as per MoEF&CC Guidelines dated 15.04.2025.
  • TA/DA admissible for official work as per rules.
  • No other allowances shall be admissible.
  • Amount of remuneration: The consultant shall be entitled to draw a consolidated amount as mentioned above. The consolidated remuneration will be inclusive of all applicable taxes, and no other facility of allowance will be allowed.
  • The quantum of annual increment to the Consultant shall be between 0-8% in their remuneration, depending upon the quality of performance that may be determined judiciously by the Divisional Head on a case-by-case basis.
  • No TA/DA shall be admissible for interview/joining the assignment or on its completion.
  • Consultants shall be allowed TA, DA, and hotel accommodation in connection with the official work as per the provisions of SR 190 and as per the MoEFCC guidelines Admin-43012/1/2022 – P-II [E-176223] dated 15.04.2025.
  • Allowances: The consultants shall not be entitled to any allowance, such as Dearness Allowance
