Experience

Essential: – At least ten years experience in Administration and/or procurement of goods and services Pharmaceutical training. (Minimum 3 years)

Desirable: -Experience in procurement or logistics is highly desirable

Skills

  • Knowledge of Pharmaceuticals and Instruments
  • Good knowledge and understanding of a range of WHO administrative policies and procedures including principles and practices of procurement and logistics rules, procedures, tools, and techniques.
  • Good communication and interpersonal skills, ability to prioritize responsibilities, lead and work proactively with a team.
  • Ability to take initiative and apply judgment to identify and resolve matters arising efficiently.
  • Ability to maintain and update knowledge in the use of office technology through in-house courses, on-the-job training, and/or self-training
  • Other skills (eg IT): Proficiency in the use of modern offices software packages such as MS Office (Word, Excel, PowerPoint, Outlook, etc.) and standard office equipment. Good working knowledge of GSM (or other Oracle-based ERP systems) is desirable.

OBJECTIVES OF THE PROGRAMME

Purchasing and Contracts Services (PCS) is responsible for the procurement of goods and services including medical supplies. These activities support programs, projects, Regional and country office activities of the organization in the Southeast Asia Region.

DESCRIPTION OF DUTIES

Under the direct supervision of the Procurement Officer, the Executive Associate will be required to perform the following functions:

1. Provide assistance in the procurement and delivery of supplies (mainly pharmaceuticals, related consumables, and Instruments) and equipment for assigned countries in the Region. Oversees the process of research, retrieval, and presentation of information from a variety of internal and external sources on sources of supply, vendors by commodity, etc., as well as provide guidance in obtaining specifications for new supplies on the market.

2. Monitor the day-to-day correspondence and operations of the procurement, shipping, and logistics unit.

3. Prepare correspondence, memoranda, and contract review committee reports, maintain appropriate follow-up.

4. Perform Order Administrator function and responsibility in the Global Management System (GSM) which involves reviewing and assigning Request for Pricing Estimates (RPEs) to buyers. Also verify all approved goods, requisitions to ensure compliance with business rules and principles prior to assigning cleared requisitions to the procurement team at Global Service Centre (GSC).

5. Coordinate with relevant internal and external stakeholders including Headquarters, GSC, WHO Country Offices (WCO), and Technical Units at the Regional Office, varying contractual partners, shipping agents, Government Officials, and Administrative units in respective offices across the region.

6. Implement the Procurement Strategic plans, acquisition plans, solicitation methods, as well as maintain and manage the required vendor database.

7. Provide Emergency response assistance to WCO’s ensuring value for money procurement of goods and services in a timely and efficient manner.

8. Ensure compliance with legal and audit contract requirements, for existing and proposed long-term agreements (LTA), lease /rental, and goods and services contract agreements.

9. Facilitates and participates in tender pre-bid meetings, and other inter-organizational meetings.

10. Verify and certify invoices for payment against purchase orders for accuracy. Liaise with other the Administrative unit and, Budget and Finance unit as required.

11. Supervise and manage work assignments to the reporting staff of the unit under the incumbent’s team.

12. Monitor staff performance (e-PMDS+) along with development in accordance with WHO staff rules.

13. Perform other related duties and flexible to cover colleagues or represent the unit, as assigned by the supervisor.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at INR 1,367,639 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
