UNDP in India is reorganizing internally and moving to a more integrated and collaborative business model, with strong emphasis on the work at State and District level. The programme section will be organized around seven issue areas – including Chemicals & Waste – which span the three outcomes of the new UNDP Country Programme 2018-22 (systems strengthening; inclusive growth; and energy, environment and resilience). Each issue area will be staffed by an ‘anchor’ who will work closely with the relevant project teams. The anchors and project teams are expected to grow the portfolios that they are managing, and will be responsible for the design, planning, implementation and quality assurance of the integrated UNDP programme, as well as fostering strategic partnerships and alliances with various stakeholders. UNDP’s new standard way of working will be through output-driven, time-bound inter-disciplinary task teams. This will require staff who consistently approach work with energy and a positive, constructive attitude and have a strong client orientation and team culture.

Job Title:    Programme Analyst, Chemicals & Waste

Job Description:

1.  Ensures implementation of innovative programme strategies in the Environment and Chemicals & Waste Management area through:
• Consistently scanning the landscape of issues and identifying entry points for
integrated programming across social, political, economic, and environmental dimensions, and translating these into substantive inputs to UN/DP programmatic instruments;
• Applying systems thinking to development challenges and converting insights into (a) research and analytics, which is accessible and compelling to external audiences as well as convincing to national counterparts and partners; (b) ideas for expanding participation among citizens and non-traditional development actors; and (c) project concepts and project documents for UNDP’s contribution to designing development solutions through policy advice, technical assistance, convening capability, brokering capability, etc.
2.   Ensures effective management of the CO programme within the Environment and Chemicals & Waste Management area, focusing on quality control from formulation to implementation of the country programme, through:
• Designing and formulating projects on the management of ODS, POPs, Mercury, Lead, and waste, translating UNDP’s priorities into local interventions. Coordinating programme implementation with the implementing agencies. Introducing performance indicators/ success criteria, cost recovery, targets and milestones;
• Continually seeking opportunities and linkages within broader country office efforts for environment related workstreams.
• Ensuring Quality Assurance of the technical value and operational integrity of UNDP-supported projects and services;
• Facilitating the initiation of projects, including PAC management, finalization of contribution agreements; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review;
• Managing resources within the portfolio, including technical contributions to work planning, monitoring and evaluation; and reporting;
• Overseeing all stages of the project management cycle and interacting with project managers to ensure quality in outputs, results, and utilization of resources as well as adherence to corporate standards and requirements;
• Mitigating and managing risk in the portfolio.
3.   Supports creation of strategic partnerships and implementation of the resource mobilization strategy in cooperation with the Partnerships, Innovation and Communications Team and the State Outreach and SDG Integration Team through:
• Developing partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector (including CSR funds of large companies), private foundations and civil society in the area of Environment and Chemicals & Waste Management based on strategic goals of UNDP, country needs and government and donor priorities. Of particular importance is the management of relationships with the MP, Global Environment Facility (GEF) and the UN Framework Convention on Climate Change (UNFCCC) in close coordination with National, Regional and Global Coordinators of these Trust Funds and initiatives;
• Actively contributing to the overall office effort in resource mobilization by researching and analyzing information on potential donors; preparing substantive briefs on possible areas of cooperation as well as inputs to the office-wide resource mobilization strategy; identifying concrete entry points for the initiation of new projects; preparing concept notes and pitching these to potential donors;
• Contributing on due diligence processes for private sector and civil society partners in line with UNDP policy;
• Ensuring timely submission of analytical donor reports, in line with reporting requirements of donor agreements.
4.  Ensures provision of top quality advisory services and facilitation of knowledge generation and management through:
• Undertaking/commissioning, analyzing and interpreting research on emerging development challenges and piloting/prototyping potential solutions, seeking to evolve the evidence base through UNDP-supported knowledge generation;
• Adding value to policy dialogue and practice in the area of Environment and Chemicals & Waste Management with unconventional analysis and innovative approaches that are based on such evidence;
• Identifying and synthesizing good practices and lessons learnt that are directly linked to programme country policy goals, and sharing these through knowledge networks, communities of practice and learning events for UNDP staff and partners;
• Identifying possible South-South or triangular cooperation, leveraging lessons learned in the area of Environment and Chemicals & Waste Management;
• Learning from colleagues and adapting to new thinking and approaches;
• Leveraging different communication channels, platforms and methods, with particular emphasis on social media, to reach all relevant audiences with effective, continuous and constructive messaging that promotes UNDPs position and engagement around the SDGs and India’s development agenda;
• Translating complex thinking and challenges in the area of Environment and Chemicals & Waste Management into analytics and messaging that speaks to external audiences in their language.

Qualifications: 

Master’s Degree in Engineering, Chemistry, Physics, Technology, Economics, Natural Resources/Environmental Management, Environmental Sciences, Business Administration, Social Sciences, or related field.

·         At least 2 years of experience in environmental programmes at the professional level in providing management and substantive advisory services in the field of management of chemicals and waste is required;

·         Professional work experience on the MP and in phasing out ODS is desirable.

·         A mix of relevant experience in industry and government/international organizations is desirable;

·         Experience working in Sound Chemicals Management, POPs and Mercury is an advantage;

·         Experience in the formulation, defense and implementation of technical projects relating to the MP and the GEF in the Chemicals and Waste Focal area is an advantage;

·         Knowledge of MP-Multilateral Fund (MLF) project guidelines and MP-MLF Secretariat functions is an advantage;

·         Knowledge of GEF project cycle management and GEF Secretariat and GEF Council functions is an advantage;

·         Experience in working on climate change issues as a part of ongoing programmes/projects and UNFCCC processes is an advantage.

·         Experience in healthcare waste management is an asset;

·         Experience in working with quality assurance tools and results based management models in a development context;

·         Excellent written and verbal English communication skills;

.         Excellent knowledge of office software packages and database packages; experience in handling of web based management systems; and skilled in using social media including the generation of content.
