2. Roles, Responsibilities and Attributes:

Technical Appraisal & Recommendations Conduct desk reviews of applications, review screening and parameter-based scoring, prepare technical appraisal notes and recommendations for TC/PAAC, assess scientific merit, novelty/FTO (basic), feasibility, team capability, development risks, and alignment with PRIP priority/SPI areas.
Milestone Design & Regulatory Alignment Ensure alignment with applicable regulatory and quality frameworks, including ND&CT Rules, 2019, Drugs & Cosmetics Act, Medical Devices Rules, and relevant domestic/international standards. Verify that supporting documentation is complete, current, and sufficient for evaluation.
Budget & Plan Due Diligence Review project plans for cost rationality, resource realism, co-funding evidence, and adherence to scheme expenditure guidelines. Recommend project re-phasing where necessary.
Monitoring & Disbursals Review progress reports, evaluate extension/variance and utilization requests, recommend milestone disbursals or withholds, conduct site/virtual visits and third-party validations, and submit visit reports and non-conformance notes.
Coordination & Quality Coordinate with PMA, NIPERs, Technical Committees, and empanelled experts. Perform disclosure checks, consolidate reviews, maintain decision trails, audit-ready records, and contribute to SOPs, reviewer manuals, milestone descriptors, and portal/MIS improvements.
Capacity Building & Queries Support onboarding and orientation of reviewers and provide clarifications on technical queries received from DoP, TC, and PMA.

 

3. Eligibility Criteria:

Criteria Details
Essential Qualification Graduate Degree (B.Pharm/B.Sc./B.Tech.) in Pharmaceutical Sciences, Medicinal Chemistry, Pharmacology, Biotechnology, or related field, or equivalent qualification with strong relevant experience.
Essential Experience 3–8 years of post-qualification experience in drug R&D (discovery, pre-clinical, clinical and/or CMC) in industry, CRO, academia, or government programmes. Demonstrated capability in proposal appraisal and defining TRL-based milestones with objective evidence requirements.
Core Knowledge Proposal appraisal, scientific merit assessment, novelty & FTO (basic), feasibility analysis, development planning, risk assessment, timelines, PRIP priority areas, CDSCO pathways, ND&CT Rules (2019), Ethics Committees, GMP/QMS basics, biologics/biosimilars analytical similarity and comparability overview.
Tools Required MS Office Suite (Advanced Excel and PowerPoint).
Desirable Qualification Postgraduate Degree (M.Pharm/M.Sc./M.Tech./MS/MD/PhD) in Pharmaceutical Sciences, Medicinal Chemistry, Pharmacology, Biotechnology, or related field, or equivalent qualification with relevant experience.
Desirable Experience 6+ years of post-qualification experience in drug R&D; prior work with DBT, BIRAC, ICMR, CSIR, or other R&D funding programmes; grant management experience; expertise in New Chemical Entities (NCEs) or New Biological Entities (NBEs); experience serving on SECs/TCs or grant review panels; drafting SOPs/templates for reviewers.
Additional Tools (Desirable) Literature and patent search tools such as PubMed, SciFinder, and PATENTSCOPE.
